Jail?
A dirt road went around to the back of the formation and several miles back I came upon this building with thick stone walls, a thick wood door, and windows with thick metal slats.
Alone like that it may have been a small garrison or a distribution warehouse for supplying the Navajo. Probably could find out with a USGS Section map. Cool find!
I think your right. At first I thought it might be a jail but it is out in the middle of nowhere and when I first saw it it looked like the plates on the windows were for protection and viewing out as the plates pivoted.
